Myster-e-Mail has tons of ads throughout the website starting at one cent per click and decreasing as you get further into the site.
One of my favorite features of this site is that you get paid randomly very often and without any real minimum balance required. Within 5 days of signing up I had already received payment in my PayPal account.
One warning - I wouldn't recommend getting too caught up with all of the small value offers this site has in addition to its good ones, clicking on ads worth 1/100th of a cent isn't worth anyone's time.
As well, there is a wide variety of payment options, ranging from PayPal and E-Gold, to gift certificates for Walmart, K-Mart, Target, and more. And if you get bored, you can play hangman to get access to even more decent ads.
If you want money, and you want it fast, Myster-e-Mail is one of the best.

Bux.to has to be one of my favorite paid-to-click sites. It is consistent and honest, making it one of the few sites that I actually trust.
Bux.to pays you one cent for every ad you view for 30 seconds, and will also pay one cent every time you have a referral click on an ad as well. This site always has plenty of ads that you can click on once a day.
Bux.to pays through Paypal when you reach $10, and they accept members from all around the world.
This is one of my favorite paid to click websites, I really recommend that you try Bux.to out.

Scams
Not all paid-to-click websites actually pay you. There are TONS that are just trying to scam you one way or another. So I figured, I won't just give good publicity to the sites that are paying, I'll also try and warn you about the bad ones. From now on, I'll have a list of sites that have not paid me in my scams list, on the right hand side of this page. Some of these sites are horribly obvious, and others are pretty convincing, until you realize that you just aren't getting paid.

Adbux
If you're looking to make lots of money Adbux is not the website to do it on. Whereas a site like bux.to has many more one cent ads, and Myster-e-Mail just has way more ads in general, Adbux is lacking.
On Adbux I rarely find more than two or three advertisements a day to choose from, of which only one tends to be worth even one cent.
In its favour, Adbux does have a section for offers that you can complete that pay much more, though they are limited, generally ask for personal information, and take 30 days before they become valid.
In my opinion, Adbux is not worth the time, so skip on over to better sites before trying out this one.

Turbobux
Turbobux is another good paid-to-click website with ads that range in value from 1 cent down to .2 cents. Fortunately, the .2 cent links take almost no time to look at.
It has got a good number of ads to click on generally, and even though it may lack the value of sites like ad.bux and myster-e-mail, it is a good addition.
Minimum payout is $10 on the site, and is done through PayPal.
Turbobux is a good site because it does not take much time, and keeps a decent number of ads up at any one time.

Paid.vg
Paid.vg (formerly known as Paid.nu) is another great paid-to-click website. It pays one cent per click for every link you click, as well as paying the same for every link that your referrals click.
This site keeps a minimum of seven links to click every day, and in my experience tends to have even more.
As soon as you accumulate $10 you can cash out through paypal. Paid.vg is one of the best paid-to-click sites that I have found, so give it a try and see if you like it.

Buxa.in
Buxa.in seems to be a relatively new paid-to-click site similar to bux.to or paid.vg. All of the ads on this site are worth one cent for 30 seconds of viewing, plus an additional half cent for any ads a referral clicks.
At the moment, there are not too many ads on buxa.in, generally averaging 4 or 5 ads a day.
Where this site is better than many other sites is that the minimum payout is a relatively low $2.00 :) For someone sceptical as to whether or not these paid-t0-click sites actually pay out, this is a good one to start off with since it won't take long before you see your money. Among sites that I use, only Myster-e-Mail pays out more often.
Buxa.in is worth your effort, and especially if it can start getting more ads, it will become one of the better sites out there.
Update (Nov 28)- Buxa.in's servers are changing and I understand that old accounts are being deleted. Not a very positive step in my mind, so I am lowering its rating from 3.5 to 1. No longer a recommended site in my mind
